Place-Based Impact Investing (PBII): An Idea Whose Time Has Come
Currently only a small fraction of UK pension money is invested directly in the UK in ways that could drive more inclusive and sustainable development. The Government proposes to require LGPS funds to have a plan to invest up to 5% of assets to support Levelling Up in the UK. How should LGPS funds approach designing their investment strategies in relation to Levelling Up? Economic development over the last 40 years has not worked so we need to do things differently. Understanding the scale and complexity of the Levelling Up challenge is important for the LGPS funds to have a realistic and wider perspective on their role. The Good Economy’s work on place-based impact investing has demonstrated that there are opportunities in sectors including affordable housing, small and medium-enterprise (SME) finance, clean energy, infrastructure and regeneration that would create positive social, economic and environmental outcomes for people and places across the UK while delivering appropriate, risk-adjusted financial returns.

Pooling and Levelling Up/PE: What next?
The UK Government has signaled its intention to implement proposals which would accelerate LGPS pooling, require funds to set a plan for investing in levelling up and set target levels for private equity investment. These proposals have met with opposition in the consultation phase and raise difficult questions around the fiduciary duties of administering authorities. This presentation will consider what that means for pools and funds as they look ahead to the publication of revised guidance and draft regulations.

The conference is by invitation only for pension funds and other institutional investors and we welcome new attendees from these investors. Therefore if you are not already receiving an invitation please contact us. A limited number of Complimentary invitations are available to genuine pension fund representatives (executives and trustees) and other approved institutional investors. However, to ensure we have room for as many funds as possible, we have to limit free places to 3 attendees per approved organisation thereafter a reduced rate fee is payable per delegate.
